Steps to create a DB and a DB user in Plesk

        Step 1: Login To the Plesk control panel.

        Step 2: Go to the DB.

          Step 3: Next page click Add DB

           Step 4: Assign a name to your DB within the DB  name field and select the DB server Mysql or MSSQL from the drop-down menu.

             
 

             Step 5: A DB must have at least one user account associated with it. Otherwise, it will be impossible to access the DB.

                          You can create a DB user while creating a DB by selecting the create a DB user checkbox. Alternatively, you

                          can select a user later, for example,  if you want to use one of the existing user accounts.

            Step 6: Select Create a DB user. if you want to create a new user for this DB and enter a username and password for it. Otherwise, deselect the option.

            Step 7: Assign a username to your DB within the DB username field.

            Step 7:Assign a password to your DB user within the New Password field.

            Step 8: To use the DB user for accessing any of your DB, select User has access to all DB within the selected subscription.

            Step 9: Click Ok
 

           Step 10 : Now your DB will now be set up and ready to use.
